Become a United States Soccer Federation Referee

Thank you for your interest in becoming a United States Soccer Federation Referee in Eastern Pennsylvania!

Being a soccer referee can be both rewarding and fulfilling. Whether for a young person learning responsibility or an adult contributing to the sport, referee training and development is the primary mission of Eastern Pennsylvania Soccer Association Referee Committee (EPSARC). To this end, EPSARC has established a process to ensure that every person who wishes to become a referee is afforded the opportunity to become a registered and certified soccer referee with the United States Soccer Federation (USSF).

After completing all requirements – you will be registered for 2021 & receive a 2021 badge, but will have the ability to begin refereeing immediately in 2020.

Entry Level Referee Course  –  Print and Review this information carefully

The Entry Level Referee course offers instruction to prepare an individual to become a USSF Soccer Referee.

The course consists of online lessons and a 4 hour in-person field session.

Upcoming referees in EPA MUST be 14 yrs old prior to the field session.  NO EXCEPTIONS!

To become a U.S. Soccer Referee, Candidates must:

  1. Create an EPSARC account in Officials Management System (OMS)
  2. Register for an entry level clinic
    • From your Home Page, select “I want to: Register for a clinic or fitness test”
    • Go through the prompts
    • When asked, select “Entry – Never been a USSF Referee before”
    • Select a Field Session on the Date/Time/Location of your choosing
      • Field Sessions are hosted by local clubs, and posted to the website once approved. Continue to check often.
  3. Complete the Pre-Clinic Requirements (see A, B and C below)
      • All Pre-Clinic Requirements must be completed 3 days prior to your Field Session
      • If any Pre-Clinic Requirement is outstanding, the Candidate should reschedule to a different Field Session.

A. Online Lessons and Test

      • Log into your account at
      • An “Online Lessons” link will be on your
      • home screen next to the clinic after you’ve chosen and paid for it.
      • Continue through the lessons in order.
        • You will be redirected to US Soccer’s website for a portion of the online training.

B. SafeSport Training

        • EVERY referee 18 and older is required to complete the SafeSport Training.
        • There are 3 individual modules, each taking about 30 minutes.
        • Once all 3 are done, you will receive a “SafeSport Trained” certificate
        • Save that certificate on your device and upload into your OMS EPSARC account.

C. Background Clearances

      • Pennsylvania Background Clearances (NOTE: clearances may take up to 30 days to complete – allow sufficient time. Those under 14 will not be able to apply for them and hence NOT be able to create an account in the referee system)
        • Upload clearance documents into your OMS EPSARC account for review
        • Be sure the documents are saved on your computer as a pdf or jpeg file format
        • Log into your account at
        • Click on “I want to….Provide SafeSport/Background documentation”
        • All 3 clearance documents must be uploaded before you will be approved.
        • They will be reviewed and your account will be updated.

4. Attend the Field Session

      • Arrive properly equipped as a Referee (highly recommended)
        • Uniform – shirt (primary color is yellow), shorts, socks, sneakers are fine
        • Whistle, referee wallet, yellow card, red card, flags
        • Most sessions are outside so dress appropriately for the weather
