Become a United States Soccer Federation Referee

Thank you for your interest in becoming a United States Soccer Federation Referee in Eastern Pennsylvania!

Being a soccer referee can be both rewarding and fulfilling. Whether for a young person learning responsibility or an adult contributing to the sport, referee training and development is the primary mission of Eastern Pennsylvania Soccer Association Referee Committee (EPSARC). To this end, EPSARC has established a process to ensure that every person who wishes to become a referee is afforded the opportunity to become a registered and certified soccer referee with the United States Soccer Federation (USSF).

Entry Level Referee Course  –  Review this information carefully

The Entry Level Referee course offers instruction to prepare an individual to become a USSF Soccer Referee.

The course consists of online lessons and a 3 hour field session.

Upcoming referees MUST be 14 yrs old prior to the field session.  NO EXCEPTIONS!

To become a U.S. Soccer Referee, Candidates must:

  1. Create an EPSARC account
  2. Register for “Referee- Grade 8 Entry Hybrid”
    • Select a Field Session on the Date/Time/Location of your choosing
      • If a Field Session is not yet available, register for “Pre-Clinic Only” to begin the pre-clinic requirements (see below).  Once a session becomes available LOG INTO YOUR ACCOUNT and transfer to it – all lessons and fees will be applied.
  3. Complete the Pre-Clinic Requirements (see A and B below)
      • All Pre-Clinic Requirements must be completed 48 hours prior to your Field Session
      • If any Pre-Clinic Requirement is outstanding, the Candidate should reschedule to a different Field Session.

A. Online Lessons and Test

      • Must be completed within your EPSARC account.
      • Log into your account at www.epsarc.org
      • An “Online Lessons” link will be on your home screen next to the clinic you’ve chosen.

B. Background Clearances

      • Pennsylvania Background Clearances (NOTE: clearances may take up to 30 days to complete – allow sufficient time. Those under 14 will not be able to apply for them.)
        • Upload clearance documents into your EPSARC account for review
        • Be sure the documents are saved on your computer as a pdf or jpeg file format
        • Log into your account at www.epsarc.org
        • Click on “I want to….Upload/access background documentation”
        • All 3 documents must be uploaded before you will be approved.
        • They will be reviewed and your account will be updated.

4. Attend the Field Session

      • Arrive properly equipped as a Referee (highly recommended but not necessary)
        • Uniform- shirt, shorts, socks (sneakers are fine)
        • Whistle, referee wallet, yellow card, red card, flags
        • Most sessions are outside so dress appropriately for the weather
